The competition of enterprises in 21-century is the competition for human resources. It is far ranging received that investment in human capital brings up the development and profits. It is an important factor of human-resource management theory how to improve the benefit and evade the risk in human capital investments. The talent-assessment profession emerges as the times require. The rapid improvement of knowledge-based economy age requires a high level on the theory and method of talent assessment. With the establishment of talent markets and the development of market economic, society has put forward a practical demand.In this paper, the feasibility and importance of talent-assessment is analyzed in psychological and managerial respects. And the historical evolution of the talent-assessment theory is presented. Some fundamental requirements for human resources of the knowledge-based economy age are explored in details. Further, in connection with the problem in our talent assessment, the design process of talent-assessment system is discussed and managed. Some ideas of talent assessment are proposed, which can be referred to the practice. The human assessment is a system engineering. Differential design must apply on differential aim for scientific and objective effect in human assessment.
