For most of science academic institutes in China, the human resource structure is so special and different from other utilities of the society. Education background, profession skill, technical title and age of scientific research personnel are those primary elements to constitute the human resource frame. Such human resource frame is very important to the development of scientific research.This article focuses on the analysis to the theory and methods of optimizing human resource structure. The Shanghai Haidong Acoustics Station is chosen as the object of study. By conjunction with the characteristics of the Academy, this article analyzes the current status of scientific personnel structure, summarize the existing problem and provide the solution for improvement.Through analyzing the human resource structure of Shanghai Haidong Acoustics Station, this article provide the method to optimizing human resource structure and implementing optimization plan, change the mode of introduction of scientific personnel, adjust the current organization of scientific personnel, evaluate and knock out those unqualified scientific personnel through performance appraisal, so to establish an ideal scientific team. Such kind of team will make team members to contribute most of their talent and accommodate developing strategy of the research work.It is believed that this article will provide reference to not only the Shanghai Haidong Acoustics Station, but other scientific institute.
