As for the rise and fall of the University Council, the reformation measures of Cai Yuanpei, have already been talked a lot of in the Chinese Educational History. While in my article ,1 try to study this problem from a small point of view. That is to say, I mean to throw a sprat to catch a whale. I studied how the Council was advocated then abolished. From which the chaotic political situation at that time can be reappeared. Facts speak louder than words. Before I make clear the reality , I do not want to present my position on this question.I divided this article into four parts. First, I introduced the culture background. Second, I put in the picture of the process. Then I found the basic contradiction between the University Council and the Three People's Principles. In the end. I studied the failure and reason of the Council.It was doubtless Jiang Jieshi that arose the "4 .12" counter revolutionary coup. But he was a backstage leading role. What he made good use of is primarily three kinds of powers. First, the Jiangsu and Zhejiang Financial Group . Second, the underworld gangs and rascals in Shanghai. The third, Cai yuanpei, Wu zhihui and so on, the Kuomintang founding members. The Financial Group supplied a heavy outlay. The rascals acted as rough thugs. Cai Yuanpei made the action, by which cleared away the Communist Party, legal and reasonable. Lacking the hold of the three powers, Jiang Jie Shi couldn't easily and rapidly settle "the Communist Party ploblerrT. Particularly the senior statesmen, they couldn't be replaceable. Not only did they schemed but also usurped the name of the Kuomintang Central Control commission. So as that they went through the lawful procedure for the launch of the coup. The most important is , they supplied the Nanjing Government with political capital.The reason that Mr Cai entered the coup was there was misunderstanding existing between both sides. With the situation was pressing, influenced by the other senior statesmen, He was against the Communists. At the same time, he thought he was recovering the Three People's principles advocated by Sun Zhongshan. The contradictionbetween the historical figure's desire and the object condition, was the mirror of the complicated times.Now we can see the Kuomintang Government could not put up with the fact that the University Council go out of control of it. Cai Yuanpei couldn't assert the educational independence within the party. In the meanwhile, the party disputes affected the political decision. Moreover, the private resentments accelerate the failure.Despite the University Council was terminated because of the history and class limitations. By evaluating properly this educational legacy, we can absorb the scientific and democratic nutriment, So as that we can well carry out the educational reformation, serve for the economic developments guided by the policy.In the process of composing the thesis, I had collected and read a lot of relevant magazines, newspapers, wrings, analyzed the democratic educational ideas of Cai Yuanpei. I made great efforts to grasp the clear line of the political issues. So as that we can see how the policy affected the education. In a word, seeking truth from facts can vitalize the historical science.
