Along with the rapid advance of modern Information Technology, especially the quick development in computer network, great changes have taken place in Modem Distance Education. As a result, Radio & Television University in China is striding forward from traditional stimulate pattern to digital and network mode. This transformation has brought about the prevalence of digital, multimedia, interactive, and network-based learning resources. Accordingly, Modern Distance Education is focusing on the design, development, application, management and evaluation of learning resources. As one of the new models of digital learning resources, network-based streaming media courseware is greatly different from traditional video-tape learning resources. Such differences have not been deeply investigated yet. And the effects of the application of Streaming media courseware in Distance Learning also require to be studied.This task is established in Guangzhou Radio & Television University. In accordance with one of the items of " Reform of Person with Ability Cultivation Mode and Experimental Unit of Open Education " in Guangzhou Radio & Television University, using modern education theories, the author designs and programs a network-based streaming media courseware for Science of Organizational Behavior, which is a compulsory course of the subject of Business Administration. The courseware is applied to distance education experimentation. The author studies the effects of the courseware, using mathematical and statistical methods, among which are model of unilateral and bi-directional assess table, model of multi-factor compositor assess table, chi square test, model of X-S plane analysis, synthetical object evaluation, Z test, S-P table, etc.This paper includes five parts. Part I illustrates the research background, contents, research steps and methods of the task. Part II explains the basic theories of this study. Part III dwells on the design and programming on the network-based streaming media courseware. Part IV elaborates on the application studies and effects analysis of the courseware in distance learning. Part V brings forward the conclusions and suggestions.
