The moral education of 21st Century in Elementary and Middle Schools should be modern moral education of schools, break away from the fetters of traditional education ideology, reflect the light of modern moral education concept, and grow up from the informationization, globalization and intellectual society. Also it is a kind of moral education with scientific, democratic, individual, creative, lifelong and opening characteristics, so it will promote the ideology liberation of people and the roundly development of individual characters.However, in China, because we have been influenced by the traditional concept for a long time, many new problems of moral education have been exposed gradually. The difficult problem which are troubling all the working personnel who are engaged in moral education is how to improve the practical results of moral education and make the students accept it happily. Besides, it is just a problem that many experts of other countries are devoting themselves to research recently. My point of view is that renew people's concept is the most important method of changing the condition of our moral education in Elementary and Middle Schools today. Based on the times, we can draw lessons from those excellent ancient, current, Chinese and foreign education ideas and theories. I think that we need to build up a concept of "respect, democracy and opening", because it has summarized all the modern moral education concepts to a high degree, and directed a right way for our work on moral education.The article is composed of three parts as a whole. In the first part, the author provides the new concept, then introduces the current and theoretical basis, hi the second part, the author describes the content and significance of the new concept. The third part is about how to use the new concept to improve the moral education work.
