At the present age of the inkling of knowledge economy, the foregoer trait of the higher education becomes increasingly obvious, and its trend of walking from the edge to the middle of the society is outstanding day by day. For this very background, a severe real problem that what can bring universities in 21th century to win the competing superiority arises before us unavoidably.Firstly, the paper briefly analysis the two difficulties faced by universities in our country in their proceeding. One is the allocation of higher education resource having not been optimized effectively. The other is the run of universities generally lacking the graceful bearing of individuality. The causality between the two problems is pointed out. These analysis leads to the research goal, significance and scope.The presupposition of approaching the relation between the individuality of university and the allocation of higher education resources is to expound the connotations of the individuality, the individuality of university, higher education resources and the allocation of higher education resources. We draw the following conclusions. The implication of individuality is distinct in different school subject. As stated in education, individuality can be understood as the subjectivity manifestation of an individual. It is on the base of the specific historical tradition and the background of society and culture, according to the needs of society and its own condition and directed by the specific idea of run a university, independently and creatively, could win over, integrate and optimize higher education resources and then gradually has an unique and steady integrative trait with comprehensive competitive. The trait is called the individuality of university. Higher education resources are the sum total of the essential factors invested by the government, society, the people who receive education and the university itself, which can improve the function of higher education. Assigning higher education resources to the different directions of uses is named as the allocation of higher education resources.From three views as theoretic basement, historical root and reality relation, the paper successfully revealed the reciprocal effect between the individuality of university and the allocation of higher education resources. The individuality relies on the theory of knowledge while the allocation depends on the theory of politics. Impacting of the two theories is the theoretic foundation that there is a relation between them. It shows by the history of china and foreign countries that the manifestation of the individuality of university and the allocation of higher education resources is the external behavior and reflection although the form is not the same. The nation displays his intension by the allocation of resources by which it acts directly on the individuality of universities, while universities react on the style of the allocation to some extend and impel the style to be optimized. The relation at the reality level was unfolded on the historical origin. It is emphasized that maintaining an effective tension between the individuality of university and the allocation of higher education resources guarantees the both to correct the deviation of each other.Optimizing higher education resources ought to integrate closely with the individuality of university because of their intimate reciprocal effect. At three different levels as the running individuality, the management individuality and the research individuality, the fourth part of the paper raises the measure of the optimization.
