The development of higher education with the country’s economic level, the scientific research ability and the comprehensive national strength are closely related. With the deepening of the popularization of higher education, higher education fair is more and more become a focus of people. Higher education resource allocation as a system arrangement, is the concentrated reflection of higher education fair. Due to the different status in colleges and universities in the differences in access to resources is more and more obvious, has become the important embodiment of higher education unfair. Therefore, this article in the perspective of higher education fair, emphatically discusses the university identity attribute influence on China’s higher education resource allocation, and put forward the corresponding improvement measures.This article is divided into five chapters. The first chapter, introduction part, this part introduces the important article research back ground, research significance and research status at home and abroad. By comparing and summarizing a large number of literature at home and abroad, the author made a simple the existing literature review; Introduced in this paper, the research contents and research methods and the innovation of the article and deficiencies. The second chapter, theory part. This part mainly introduces the related theory of higher education and university identity. Including the meaning of higher education resource allocation, characteristics, methods, and the nature of identity in colleges and universities, given the influence factors of identity and university identity attribute, including the university of subordinate relations, regional economy, the key factors such as construction and university characteristics. The third chapter expounds the university identity attribute of higher education resource allocation positive influence and negative influence, and analyzes the allocation of resources on university identity attribute the cause of education unfair is primarily a political system, education system and the influence of their own culture in colleges and universities. The fourth chapter, countermeasures and Suggestions. In view of the above questions, proposed further weakening give identity on the configuration of the attributes of higher education resources.
