In the cross of the centuries, it is a true fact that the education level structure of China teachers enters a complete adjusted period. The key part of this adjustment is to promote the normal education level, that is, the speciality level of the primary education has come into the time of promotion. The Normal Department of the Education Ministry has entrusted the relevant authorities for some new tasks about it.The speciality of the primary education is required from the middle level to the high one, and its key part is the promotion of the education resource. In this paper, the realignment of the normal education resource has been investigated and analysed, meanwhile, the promotion of the primary education of Jingsu has been taken as the individal example. Based on the research to the developing situation of the primary education speciality and the education resource structure, the paper reveals the conditions where the realignment of the primary education level exists and where it will exist, and also raises the relevant proposals.hi the research of Jingsu education resource, the paper mainly has some survey and analysis to the primary education resource and its realignment so as to present the three chief models about it and also point out the existing problems in dealing with the promotion.The paper analyses the productive resource of the primary education and those of the high education and normal education. It shows the condition from the man power, the course resource and the campus culture production, where the education resource can be produced, while raising some policy suggestions from the four aspects, first, having a better macrocosm management; Second; having a little adjustment to the problems in performing it; Third; having the support if education research; Fourth; setting up a education system for the primary teachers as an organic whole in order to ensure the real promotion of primary education level.
