In knowledge economy Dynasty, University will increasingly be the center of society. It is the important symbol of higher-education level of the country and reflects the comprehensive national power centrally whether one country has the first-rate universities in the world. Facing to the challenge of knowledge economy, some key universities in China want to be built into the first-rate universities in the world. However, We must catch on which traits the first-rate university has, which gaps there are between them, and the causes making the gaps. The article analyzes the norm system that some international media use, and evaluation results, and summarizes the main traits of the first-rate or the basic evaluation norms: educational funds, persons qualified to teach, academic standards and quality of students. Then the article elaborates the gaps in the norms between the key universities in China and the first-rate universities in the world and makes analysis of the main causes making the gaps from culture and the system of higher education. Though Chinese traditional culture offers deep soil to development of universities, its some defaults such as standard of society, closed character, secular character, moral rationality, and epistemology ofpractice etc. affect critically the development of Chineseuniversities, confine their academic researches. The system of higher education is system of universities' circulation, it embodies the relationship among university, government and society. For a long time Chinese universities attach themselves to government strongly, which causes universities to lack autonomy and academic freedom, and departs universities from society seriously, and makes universities lack supervisal and participation from society which makes universities lack personality, vitality and creativity.
