Academic-Practical teachers are the focus of the teaching staff of higher vocational colleges, to carry out the teaching reform, improve teaching quality, the inevitable requirement of training students’ innovation and practical ability, are also the key publicity vocational characteristics. But because of China’s development of Academic-Practical teachers time is short, the understanding is not in place, lack of system management and other reasons, led to China’s " Academic-Practical teachers shortage, unreasonable structure, channels, training is weak, has seriously hindered the higher vocational college Academic-Practical teachers, hinder the teaching quality of Higher Vocational Colleges increase, restricted the development of Higher Vocational Colleges in China. Although scholars put forward strategies and measures of Academic-Practical teachers from different aspects, But these studies are from one side to the Academic-Practical teachers training measures, has not formed the complete system of Academic-Practical teachers training system in colleges, training policies are not unified, management method of Academic-Practical teachers training mode, standard, the teacher training base built etc. there are random, fragmentation. In this study, from the three aspects of organization system, infrastructure system, system, learn from developed countries occupation teacher training experience. On this basis, using three-dimensional management thought, the Academic-Practical teachers culture system is divided into three aspects:one is the organization system, namely Academic-Practical teachers training objects, including strengthening the construction of full-time teachers, the school should introduce Academic-Practical teachers, and strengthen the construction of part-time teachers; two is the facility system, namely train "places and equipment of Academic-Practical teachers, the base, including construction of Academic-Practical teachers of the base of the principle, the way of school enterprise cooperation, and supporting measures of base construction; three is the system, including the Academic-Practical teachers evaluation standard, evaluation system and incentive system. Combined with the practice of Shanghai electronic information college training of Academic-Practical teachers, the need of basic conditions and restrictive factors of training Academic-Practical teachers, training system and incentive measures, training objectives, mode, method and way, provide feasible solution for the training of Academic-Practical teachers training task.
