In this study, from the three aspects of organization system, infrastructure system, system, learn from developed countries occupation teacher training experience. On this basis, using three-dimensional management thought, the Academic-Practical teachers culture system is divided into three aspects:one is the organization system, namely Academic-Practical teachers training objects, including strengthening the construction of full-time teachers, the school should introduce Academic-Practical teachers, and strengthen the construction of part-time teachers; two is the facility system, namely train "places and equipment of Academic-Practical teachers, the base, including construction of Academic-Practical teachers of the base of the principle, the way of school enterprise cooperation, and supporting measures of base construction; three is the system, including the Academic-Practical teachers evaluation standard, evaluation system and incentive system.
