We are now in a knowledge economy time. The human resource is playing a more and more important role in improving the economy growth and society progress. It becomes one of the impendent problems in the management area that how can we establish scientific, efficient, systemic and formalized human resource regulations and how to take the maximum advantage of the whole functionality of human resources.Our current human resource management regulations are based on the traditional human resource management system. The traditional management system has changed essentially along with the establishment and improvement of socialist market economy since the reform.The publication of <> and <> is a sign that our human resource management regulations have stepped onto a new stage.Although we have seen the effect of the current human resource management regulations in accelerating the country's political and economic reform, and in supporting the socialist market economy in good order, but the current human resource management regulations are still at the early stage, they are not completed yet, and there are even some obvious shortcomings in this system.For example, the encouraging mechanism is too simple, nominating regulations is opaque, the supervise mechanism is not completely democratic, the examination and evaluation mechanism is not completed etc.All of above heavily constrained the efficient management and utilization of our human resources; they do not fit the socialist democratic political construction and the speedy development of market economy.The researchers domestic and abroad paid much attention to the construction of the human resource management regulation. They are appealing for constructing a set of scientific, efficient, systematic and normalized human resource management regulations, that will benefit the smooth development of the knowledge economy.This article is talking about the construction of human resource management regulations and refer to the searching means in the (new principle economics), focused on the analysis of current situation and drawback of the encouraging, nominating, supervising, examining and evaluating mechanism. When I talk about the encouraging mechanism, I utilize the idea of "Manage the country with virtue", emphasize the important role of encourage under the background of the new historical conditions.I pointed the "Three Models" as one of the rules of nominating, examining and evaluating our cadres. I reveal how to take the advantage of the advance functionality of supervising mechanism, that will benefit the establishment of the scientific, completed human resource management regulations eventually.
