This paper, based on politics and the research of international relations, enriched with pedagogy, systematically elaborates the requirements to advanced education raised by the strategy of developing country with science and education and the opportunities and challenges that advanced education has to face after our country entered the WTO. In addition, based on the careful analysis of developing status and existent problems of our country's advanced education, this paper puts forward the primary tasks that the advanced education has to fulfill in order to promote the strategy of developing country with science and education after our country entered the WTO. On the basis of the theoretic research, this paper attempts to resolve the existing problems in cognition, thought, principle and operation during the institutional reform of the advanced education after our country entered the WTO. Thereby this paper brings forward exploring opinions for the institutional reform of our country's advanced education, in order to urge the readers to pay attention to the institutional reform of the advanced education, reduce blindness, obey the objective laws, improve the efficiency and quality of work and adapt the advanced education to the new situation as soon as possible after our country entered the WTO.This paper consists of four parts as follows,1.This paper elaborates the requirements to advanced education raised by the strategy of developing country with science and education and further confirms the crucial responsibility of the universities during the implementation of the strategy of developing country with science and education. In the past, we did not understand this problem comprehensively. Since our country entered the WTO, the strategy of developing country with science and education has raised a lot of new concrete requirements for advanced education. We will miss the definite direction if we don't improve our cognition.2. This paper enumerates the influences on our country's advanced education brought forward by entering the WTO and the serious challenges and opportunities that our country's advanced education has to face after our country entered the WTO. How to grasp the opportunities and meet the challenges is a new topic to the reform and development of our country's advanced education.3. This paper systematically analyses the developing situation and existing problems of our country's advanced education. It affirms the achievements, in the mean time it also finds out gap and deficiency, especially it finds out what is unsuitable for the new situation under the strategy of developing country with science and education and entering the WTO so as to offer theoretical foundation to the objection of the institutional reform of advanced education.4. On the basis of full understanding of the requirements of the strategy of developing country with science and education and the existent situation of our country's advanced education as well as the new situation of entering the WTO, this paper puts forward several thought about the institutional reform of our country's advanced education.
