With the deepening of China' s economic development and construction, there appears an unavoidable problem: the problem of layoff workers of state-owned and collective enterprises. How to deal with the problem? The key aspect is to make the layoff workers reemployed. Training is the bridge to the workers' reemployment. But our training is not so effective because of the absence of our colleges.American community colleges are playing an important role in the training of dislocated workers including layoff workers, which sets a good example to our country and gives us very valuable principles and methods.In 1998, America issued Workforce Investment Act (WIA), which concerned the community colleges' importance, principles, and other aspects in dealing with the training of dislocated workers. Therefore, my thesis is mainly about the aspects mentioned above in order to dealing with problem of our layoff workers.There are four chapters in the thesis.Chapter One is the explanation of several important phrases and the summarizing of part one of WIA.Chapter Two probes into the background of WIA. Through factor analysis, this section considers the disadvantages of old workforce investment system and the development of theories of new economy and screening to narrate the necessaries of issuing WIA.Chapter three, taking the enforcement of WIA in Washington as the subject of a case study, analyses the development of workforce supported by community colleges and points out the troubles facing Washington.The last chapter gives some consideration to the relevant problems in China. Firstly, the dissertation analyzes the counterparts of community colleges in China and the policies of layoff problems. Secondly, gives some structural suggestions to China' s community colleges on the serving and training and therefore the reemployment of Chinese layoff workers.
