This thesis examines the qualitative development of rural adults within the educational guarantee system in Baima, Lishui County in Jiangsu Province, China. The study utilizes a cases study approach involving both quantitative and qualitative methodology. During a field visit to Baima, in-depth interviews were conducted with rural adults, schoolteachers, principals, educational administrators and other people. The study indicates in part that rural adults not only have their own individual distinguishing characteristics, but also share common features and face similar issues and problems. The research was undertaken within the backdrop of significant social and economic reforms in China. The general situation of rural adults in Baima is examined, particularly in terms of cognitive, emotional, and behavioral development as well as other aspects of development. In addition, the different developmental policies and procedures used, and effects of these on rural adults, are examined.Human development is a dynamic process and therefore the development of rural adults is also dynamic in process. The effect of education within developmental processes plays an important role in terms of proactively improving the lives of rural adults through promoting health, productivity and wellbeing. Educational guarantee system is a proactive system combined by educational factors and relevant social factors aiming at realizing a certain task (in this thesis it refers to the development of rural adults). The study identifies that an effective educational guarantee system is helpful for the development of rural adults. A coordinated effort of state, local community, schools and individuals is required to build an effective educational guarantee system, and in this effort each part needs to play its role.This thesis is concerned with the development of rural adults. The study raises issues of concern, and gives indicators for successful rural adult development and will encourage and inform more people to care about and continue the development of rural areas and rural populations. It is only through proactive coordinated effort that the equity gap between rural and urban communities can be decreased, and thus the healthy development of disadvantaged rural communities can be realized.
