The gross enrollment rate of higher education will have been close to 15% by the year 2010." This was clearly stated in "Plan on Education Vitalization Activity Oriented to the 21st century" issued by the Ministry of Education of People's Republic of China. The raise of this goal is set in a distinctive background of the age.After 20 years' implementation of the reform and open policy, the popularization of higher education in our country is provided with considerable economic base and conditions. The Party and the government attaching great importance to it is the key guarantee to the achievement of this goal. The present GDP level of our country is qualified to be the material base for the transition to the popularization of higher education. The structure to develop the diversified higher education assumes an initial scale. The development of the elementary education, the change of education thought and education opinion on the part of mass public, people's pursuit of the life quality and their yearning for receiving higher education provide a sound social foundation for the popularization of higher education.There exist difficulties and problems in the process of the implementation of popularization, such as the problems of ideological understanding, of primary conditions for running a school, of the education quality, of the education justice and of the employment. But we cannot doubt and even oppose to the popularization of higher education just because there are still problems. On the contrary, we should analyze, study and solve these problems step by step in the process of propelling the popularization of higher education.The countries which have realized the popularization of higher education are marked by the following major features: possess a relative high GDP; the government coordinate all the social forces to do higher education; expand the school scale and open to the public; form a multilevel higher education structure which is of various kinds, has varied systems and is supported by diversified operators; diversify the investors.In order to achieve the popularization of higher education in our country, we must proceed from the actual conditions of our country and draw on the valuable experiences of foreign countries. Meanwhile, the following items are absolutely necessary: change the concept of education and get rid of the mistaken ideas; expand the channels of cultivating talents and devote major efforts to develop community-run education and high vocational education; proceed from the actual conditions and carry out corresponding developing strategies; classify the institutions of higher learning and clarify the undertakers of education popularization tasks; optimize the investment mix of higher education and realize the diversification of fund undertakers; do the reorganization of higher education resources well and optimize the allocation of education resources.
