With the coming of neo-economy era, human resource has become fundamentally strategic in national economy and social development. Nowadays the quality of talents is dependent on education, therefore the teachers have become a leading role in talents' training.The teacher's law issued in 1993 stipulates that the systems of certificates and appointment should be adopted and teacher's achievement in teaching and management should be the basis on which the system of appointment can be really effective. So, to value the teacher's achievements is something urgent and realistic.In this paper, the theory of achievement evaluation and its method are applied to the specific field in which the teachers of higher education engage in; meanwhile, an idea of constructing the system of achievement evaluation is also put forward. The whole article is divided into five parts. In the first part, we recount the history of such system in china and analyse the present conditions and problems involved. According to the theory, we make an overall analysis in the second part the characteristics of this system and bring a brief introduction of it. The third and forth parts are the highlights of this paper. In these two sections, we study and design the duty of college teachers by employing the theory of objective management and balance marks; meanwhile, a thorough research is made on the evaluation standards, criterions and proportion by adopting. In mis way, thesample chart of qualiry-and-quantity of the evaluation can be presented. In the fifth part, two aspects are mainly discussed. One is on the steps to apply this theory into practice; the other is about the measures to cope with the psychological problems ensued in evaluation, including the feedback and the skills to handle it.
