With the advent of knowledge economy era, higher education is not only the key tomaintain the competitiveness of the regional economy, but also enhance the economiccompetitiveness of the core of regional economic. Productivity attribute of highereducation, brought it economic function of promotes the development of social productiveforce. Firstly, higher education is shouldering the task of labor power reproduction, providespecialized human support for the development of production. Secondly, as the means andways of science and technology of production, higher education is more important and thanmore directly the basic education. As a form of high-tech knowledge, on the one hand, aconsiderable part is directly supplied by the higher education; On the other hand, all of theadvanced technology is just a potential productivity, only be controlled by the workers andapplied to the practical production, can it be transformed into practical productive forces.And the transformation can only be achieved through higher education.However, the regional economic is not only provides the necessary materialconditions but also put forward higher requirements for the development of highereducation. It is the foundation and precondition of the development of higher education.The scale of higher education, the professional structure of University and college teachingsystem and organization are all directly restricts by labor market which determined by theregional economy. Meanwhile, the perfection of market also makes the fund sources ofhigher education tend to diversification. In the context of market economy, following deepened higher education reformation, functions and values of higher education are alsoundergoing profound changes. Therefore, higher education and regional economy shouldbe coordinated development and mutual adaptation.There exists the phenomenon of unbalanced development of higher educationbetween the eastern, central and Western of China, and the phenomenon also exist inregions of each province. Under the background of knowledge economy, higher educationand the regional economy is an organic system, only study the higher educationā€™sdevelopment of a particular area is divorced from reality, it is not objective and accurate. Inmy opinion, there are not many research achievements about the development of highereducation and regional economic coordination in domestic and overseas, lesser in domesticresearch. Most of those researches are about the provincial and above level, rare are aboutprefecture-level cities, and research about provincial region can not parse out thedifferences between higher education development level and the regional economicdevelopment level within these provinces. Taking seventeen cities in Shandong Province asthe research object, study coordination of the seventeen prefecture-level cities highereducation and regional economic development.
