The Compendium of Fundamental Education Curriculum Reform (Trial) printed and distributed by China Department of Education lays a definite indication that the function of curriculum evaluation which has been excessively stressing discrimination should be altered by exerting the function of promoting students' development and improving teachers' teaching skills and practice.To establish an evaluation system suited to the teaching of ideological and political course is a vital aspect in promoting the course's development itself. Teaching of ideological and political course plays an important role and functions powerfully in implementing the quality education. Firstly, the course of ideological and political faces new historic situation; Secondly, new academic demands are required to match quality education; Last, the course itself needs to achieve self-development from the teaching practice.In recent years, research on Learning Activities has prevailed the world and found its way in some front subjects, however much of its production has not been introduced to the pedagogic study and practice. Problems stand out in that there is low learning efficiency in study of students at large and the pattern of the course design, teaching approach, and education evaluation method are comparatively demoded With the coming of the information age, historic changes in both life style and learning style are highlighted. However, we are in critical need of a course which will teach students knowledge and skills on how to learn efficiently themselves and give guidance for students in improving learning ability and efficiency under a multimedia-learning and network-study circumstance. College students are particularly concerned because they are comparatively passive in learning a subject themselves for the reason that they are the generation resulting from an exam-oriented education.In that case, we should start a study in the topic of "student learning ability evaluation" to identify both their learning approach and learning ability. Meanwhile, the study will help teachers to initiate students learning approach and cultivate theirlearning ability as well as imparting knowledge.Therefore, this article is dedicated in accordance with the teaching of ideological and political course to seek a new way and new method for students' learning ability evaluation and lead students to improve themselves for the sake of individual refinement instead of for an exam-oriented purpose, which will certainly build up a scientific view of talent and help to pave a smooth way for ideological and political course reform .
