Urban community management model was established in the fifties of the 20th century. Lots of foreign scholars have done valuable research on community management modal. Nowadays, our country has entered the application of typical community modals. However, academic circles can' t reach an identity of views so far on which model urban community management is exactly adopted. So the article mainly works for the China characteristic urban community management model study.In view of existing external government control model, autonomous community model and mixed model as well as ShangHai model, QingDao model, TianJing model, ShenYang model and so on in domestic, the point of the article raises that urban community management model should be taken the path of autonomous, diversification, opening, ruled by law and quantification management on the basis of questions and character objective described.The article applies question research method and interview method on selecting and designing index, choosing "weighted averages method" on defining index weight, using computer software system on counting and products urban community management model assessment index system. The result shows that the index system has certainly confidence and effectiveness.Moreover, on the base of looking over lots of foreign materials and gaining full and accurate practice, the article inquires into the key about our urban community management model system with the course of domestic reform and development trend.Communication is still new field in our country. The development of communication needs to be explored with the international cooperation and intercourse of civil scholars and reformers . The article will try to search into the urban community management model system and devote to contribution.
