In contemporary Chinese cities, the community construction is gradually penetrating in the promotion of socialist modernization movement, on the background of Social integrity, multi-level social change, it contacts with the structural transformation of society, management system in transition, Functional differentiation of social organizations and reorientation of social evolution closely; it occurs complex and profound interaction with the processes of "The Chief of the lead" and "the socialization of development", such as conflicts and coordination; Further more, it promotes the gradual bud of the main awareness of the public and the social reality of the gradual enhance of the autonomy of civil society organizations tend with each other. Therefore, the community work has entered into a new and deep-seated stage. The main problem of how to proceed the new era community construction job is that we must build a high-quality team of community workers and establish a sound and efficient management mechanism.This essay, on the basis of contrasting the management of the community workers both at home and abroad, finds out the defects existing in the present management model ,such as the defects of the management existing that in prominent, the treatment is generally low, the degree of " the Three Levels" is not high, the performance assessment and evaluation isa mere formality, the confusion of the main roles in management, the incomplete volunteer management and so on, through analysising the management model of the community workers in Hou Jiatang street Community of Yuhua District in Changsha City. What's more, it analyzes the reasons focusing on the three aspects: systems, funds and lack of concepts, and it proposes solutions that standardizing the selection and appointment, strengthening training and education, establishing a rational system of remuneration, improving the performance management and establishing and improving the building of community volunteers in the registration, training, services, incentives, operational, leadership system.
