What's more, it analyzes the reasons focusing on the three aspects: systems, funds and lack of concepts, and it proposes solutions that standardizing the selection and appointment, strengthening training and education, establishing a rational system of remuneration, improving the performance management and establishing and improving the building of community volunteers in the registration, training, services, incentives, operational, leadership system.
