Study Of Chinese Urban Community Management Model

It is clearly proposed to hold highly the theory of socialism with Chinese characteristics , implement comprehensively and deeply the scientific concept of development, persist in the integration of materials,cultures,politics and societies and build actively a harmonious society in the Chinese Party's 17th conference. We should strengthen the management and building of communities which act as the social cell and also take it as an important content of our jobs.So far from the suggestion of the community building, the management organizations of urban communities have been developed by leaps and bounds in our country. The outstanding performances are displayed in several aspects: Firstly, the system guarantees. In July 1998, with the reforms of national political systems and the adjustments of government agencies, the grass-rooted regime which is newly formed in the Ministry of Civil Affairs and the department of community building are entitled officially with the function of"to guide the management of the community and to promote the building of the community"by the State Council. The aim is to guarantee the healthy development of the community buildings in our country institutionally. Secondly, the vertical city management systems of the original city, district and street are introduced into the community; a new management organization of community building is initially formed with the main characteristics of "two levels of governments, three levels of management and the four levels of implementation" and also the regional characteristics throughout the country. Thirdly, a dominant position is established of the neighborhood offices in the community management. Fourthly, a system innovation of the grass-rooted community organization is actively explored in all the regions. The basic framework of the urban community management organizations has already taken shape in our country.In this paper, the government still plays an integral role in the building and management of urban communities according to the basic principle in the theory of functional change of modern government and development relations of public organizations. However, it's the key issue to decide the role of the government in the building and management of communities and the power of the role. This paper is based on the current theoretical research results which are related with the community management both home and abroad and the practical management model. It is combined with the current conditions of our country. By a way of comparative analysis of the typical management pattern both home and abroad, it is suggested to build a management model of urban communities which is guided by the Party and government, self-governed by communities, separated between the Party and government, the government and the community and also separated between discussion and action. It provided experience and path selection for the improvement of our community management in China. A realistic reference can also be provided for the building of theoretical basis of community management with Chinese characteristics.
