Rural Family Planning Policy Implementation

Family Planning has been pursued since 1970s in our country, and the impetus of population's fast increasing is controlled effectively. The transformation of the type of population's reproduction had been finished, and it made our country become one of the countries with low birth rate. Our population's transformation is achieved in a special policy condition, and it is carried out by administrative enforcement. This model is quite unstable. How to make the low birth level stable is our country's the big problem at the present. From our reality, whether the present low birth level is stable or not, the key is the quality of implement of family planning policy in country. But there are many serious problems in the implement of Family Planning in countryside. First the paper sums up the problems of the implement of Family Planning policy in countryside, then analyses the reason of these problems gives some advice for solving these problems.The paper is divided into three parts. The first part sums up the issues of the implement of Family Planning policy. The prominent issues are low receiving rate of social raising fee and unrestricted receiving and expenses, rough and rude implement, confused management of Family Planning, serious practicing fraud and so on. The second part of the paper analyses the reasons of these issues, for example, the influence of traditional ideas, propagandizing policy weakly, etc. The third part of the paper gives some suggestion about the issues: for instance, propagandizing policy strongly, enforcing law education and so on.
