With the development of the contemporary era, the academies of teaching are requested to train more presevice teachers with better teaching practical ability, and to make them qualified for teaching. The teaching practical ability which a teacher should possess is a mentally individuality opposite to teaching cognitive ability. It is favoring to the organized activities by a teacher in teaching. It is the integration of teaching-monitoring ability and teaching-manipulating ability. And for a student in academy of teaching it is a critical ability. On the basis of research achievements about ability, the present paper discusses connotation and structure of the teaching practical ability, essential rules of forming and development of it. The paper also indicates the role academies of teaching play in training presevice teacher s' teaching practical ability, analyses the status quo of students in academies of teaching on teaching practical ability. Surrounding the theme of training, new idea should be established in teacher education is put forward in the paper, and way of thinking of preliminary construction about teacher education is discussed, too.
