The confirmation and implementation of the system of the Middle-primary Principal Responsibility as the present leading system being carried out in our middle and primary schools has overcome the disadvantages brought about by the previous systems in which the duty, responsibility and power are separated, and greatly improved the efficiency and quality of our school management, accelerated the rapid development of the whole national education. There is no doubt that it has made historic contributions to the reform and development of our education. However, no system can be perfect, during the process of its practice, our schools have not yet virtually get rid of the outside-control administration, meanwhile, the democratic management and inspection or supervision still are not sound and healthy or not in place, as a result, the rights and interests of the teaching staff usually can't be ensured. Generally, other social organizations and the parents have no rights to take part in the school affairs. It is because of a lack of democracy and supervision that, to a degree, it is suppressed for people to initiate to offer advice and join in school management. And all of these above have turned into the negative factors in deepening the further reform in our schools and bettering the quality of our education and teaching. Nowadays, with the development of our society, especially with the entry into WTO and with our education open to the world, competition in education is getting more and more fierce. That's why we can't wait any longer to find a breakthrough to improve and perfect the System of Middle-primary School Principal Responsibility. Well, the School-based Management inside schools being widely carried out in most western countries, especially in the US, to a certain extent, can meet the need of our school improvement, which gives us inspiration and appreciation to the perfection of our Middle-Primary School Principal Responsibility System.The thesis, based on the analysis of the problems and their causes of the Middle-Primary school Principal responsibility System, and especially on the comparison to the ideas and advantages of the School-based Management, tries to find ways out on how to improve and perfect our Principal Responsibility System in the view of the US School-based Management, and eventually make our school management better and increase the quality and effectiveness of our basic education.
