School-based curriculum development (SBCD) is in the spotlight in the newround elementary educational curriculum reform, which can meet different demandsof different students and indicates differentia, diversity and flexibility of curriculum,and it is the main part of the national curriculum. As the new curriculum comes to getknown, attention has gradually been fixed on developing and utilizing of school-basedcurriculum resources. New curriculum standard indicates that we should make thestudents learn communication and cooperation, team spirit and understand culturaldiversity. Therefore, it is urgent for us to search out the real English level of today'sstudents and the problems we meeting with nowadays. The results of the search willcertainly help us to focus on the methods of the development of the school-basedcurriculum.The objective of language learning is to cultivate the students'practical ability oflanguage. You must learn its culture when you learn a language. Language is a kind ofrepresentation of national culture. So you cannot learn it well if you don't know aboutthe culture of language. Culture plays an important part in language learning andcommunication.The essay is based on the practical experience from No. 1 high school affiliatedto ECNU. We think that we should strengthen the study on culture in both Englishlearning and SBCD. This school pays much attention to culture infiltration and digsout students'abilities as well. Also, it can boost teachers'spirit in teaching career. Itsdevelopment brought us a lot.The essay will talk about the idea from three aspects. In part one, it refers to theexisting situation and problems in the research and development of the school-basedcurriculum. Because of its not being systematic and integrated, English teaching isshort of well-planned and well-intended study on culture. I give an analysis on thisphenomenon, that is English teaching is lack of culture. And it helps us to find out thetight connection between language and culture.
