Aiming at the strong wishes of Gaoliying No.2 Middle School in Shunyi District to urgently promote the efficiency of school management, this text, according to the educational developing situation and the request to improve the ability of the teachers, puts up the standpoint to organize the teacher group to study, to set up a studying school and to promote the efficiency of the school management. Firstly, this text , based on the theories of team learning and the management of human resources on education, adopting the method of theories analysis and practical research, introduces a reasonable assumption for Gaoliying No.2 Middle School to proceed the studying of teacher group .For one thing, this text .which is based on the foundation of the analysis of the theories about group study by the people of the past and the summary about the practical achievement on the effective management, drafts a theories frame about teacher's team learning, considering the current educational reform in school and the demand to develop the teachers' professional ability. Taking the reconstruction of the cooperation on the teaching culture, the formation of the " flat type" structure, the setting up of platform and organizational model for the teachers' group study as its main contents, it analyses the cultural foundation, the condition, the process and also the regulation about it, and then draws a outline of the grandiose future of team learning. Secondly, this text is based on a large number of realistic data about Gaoliying No.2Middle School. By applying the theories on studying group and the human resource on education, it buildups a systems analysis on the teacher resources management condition, on the situation and studying atmosphere in the school organization with its leaders and teachers, takes apart objectively every kind of factor as well as the advantage in the proceeding of the team learning in this school, and also provides substantial evidence for the proceeding. Thirdly, after the discuss above, this text, which commences with the problem about the formation of the learning atmosphere, the construction of the mode in the teachers team learning as well as the management of the study contents and etc, brings up a second class model which is fit for the teachers and the learning strategy with the scientific research among the teachers as its main mode, and also drafts out a practical project with certain theories foundation and maneuverability for the school, in order to promote the efficiency of the school management.
