The academic characteristics of universities is their fundamental attribution, which determines the organizational structure characteristics and the administration model of universities and thus it determines the principles and specific measures that should be observed in the implementation of teacher's employment mechanism. University teachers are academic intellectuals different from other vocational employees, so their stimulating principles and measures are of uniqueness. The university teacher's employment mechanism is an essential part of teacher stimulating measures, the practicing of which must take into account the university teachers specialty as academic workers.The thesis first analyzes the academic characteristics of universities, recalls its origin and then analyzes the university organizational structure characteristics and the administration models, which are determined by academic characteristics. Afterwards, the thesis reviews the stimulus theories of China and the west and analyzes the academic characteristics of university teachers. History can be a guidebook for today ;other countries experiences and lessons can be drawn for our use. Therefore, the third part of the thesis clarifies the history China university teacher's employment and summarizes the experiences of developed countries. In the end, the thesis, based on researches that have been done, proposes some implementation principles suitable for the academic characteristics of universities and appropriate measures that should be taken at various stages of teacher 's employment.
