Teachers and the education of teachers are always the focus of people's attention. An all-round push on the quality education is an urgent task for our modernization construction. It is also an important reform of our education industry and of education ideology and the code of qualified personnel development. The improvement of teachers' quality is the basic guarantee of the all-round push on the quality education. By giving a broad overview of the historical process of teachers' specialization, we can find it is the historical certainty, objective and social need to improve the decision-making power on specialties of teachers and to promote them to attain the development on specialties actively. Through the survey on the current developing situation of the teachers in Panlong District Kindergarten, we can see the independent development on specialties is also the subjective need of preschool teachers. The confusion of teachers is they can't find effective ways to develop specialties independently.The key to promote the development of teachers' specialties is to activate their realization and need of developing specialties and to make the development their subjective and active behavior. The problem-solving independent research which is based on the theories "researching study" and "action research" should be an efficient and operative way of the specialties development of preschool teachers. This way is based on the need of individual development, cooperatively guided by experts, actively participated by teachers, and puts problems as the guide and reflection as the medium. It is closely combine the training with teaching practice and researching activities, and through reflection practice, action research and cooperative communication, makes teachers researchers, action researchers and liberating action researchers, and then makes active, continual and open development.
