Person is the most active and vigorous elements in the productive force. Human resources with modern scientific and cultural knowledge, is the core of one country's booming market economy. As higher education is the important point of improving the total quality level of social human resources, its personnel's quality is important to quarantee and strengthen the core. So reasonable optimizing and distributing universities' human resources can create huge power of our universities' human resources, some system and thorough research about human resources' optimizing disposition is done in this thesis.The working is on the basis of improving and summarizing the research achievements which has been accomplished before. This thesis puts forward the strategy and use the theory of utility and marginal utility to direct the optimizing disposition. There are also some special research and analysis in several important points: the system management, the plan, the evaluation and encouragement of human resources.The main purpose of this thesis is that a series of system and effective total projects can be made out. The projects can guarantee the personnel demands in the new century's development.
