Research On Talent Strategy In Preponderant Industry Clusters Area Of Sichuan Province

As we know, the development of industry clusters is indispensable to the natural resources, government policy support, the advantage of talent strategy, as well as cultural traditions. Once the industry clusters has been formed, they depend on the development of talent strategy which as the software foundation. Otherwise, with the lack of personnel training and the introduction mechanism, the enterprises in some industry clusters will be faced with a lack of innovation, eventually led to the decline of the whole industry clusters.In order to develop the economy of Sichuan province, we should develop the major technical equipment manufacturing industry clusters and the preponderant raw materials industry clusters, which is well-known in the world. In addition to its own resources and existing regional scale, the good human resources at all levels which belongs to the industry clusters is one of the conditions necessary to the success of each industry clusters, even to the regional economy of Sichuan province.In this dissertation, the development mechanism of industry clusters and the forming theory of preponderant industries are analyzed by author. And based on the development situation of four preponderant industries in Sichuan province, this dissertation analyzes the problems and shortcomings of each regional industry clusters in Sichuan province. After the talent strategy has been carried out, it will benefit to the formation and development of Sichuan preponderant industries clusters. The dissertation focus on how to carry out the talent strategy in the being-formed or shaped preponderant industries clusters in Sichuan province. The talent strategy can ensure these preponderant industries keep sustained and healthy develop, and make many enterprises in industry clusters maintain strong core competitiveness, and ultimately promote the coordinated development of regional economy in Sichuan province.Finally, the dissertation discussed how to introduce and train the talent of four preponderant industries clusters in Sichuan province. Several advices on the talent strategy of Sichuan preponderant industries clusters have been put forward, including: planning the industrial parks to expedite the talent gathering in the industry clusters; building the conditions of human-resource ecological environment for talented people gathering in the industry clusters; optimizing the environment of industry clusters to attract talented people at all levels; improving the mechanism of staff training in industry clusters to reduce the brain drain; coordinating the combination of production, learning and research for the development of human resources in industry clusters.
