Being the product of government structure adjustment, small towns in China have been turned into such a social entity belonging to but higher than the countryside category. They are links between urban area and rural area. The study on small towns has been a currently hot topic in China's social science study, which extends into economic, social, educational, hygienic, and historical research fields. However, the study on the theory and application of Physics training at small towns is just a recent trend, and has not yet become hot. Besides, the study of it seems different from that in the sociological study in China.This thesis studies systematically on the current development of Physical training at small towns in Ji'an city by means of documents study, questionnaire, visiting, data collection and analysis as well as logic analysis. On basis of the result, the writer presents some developmental mode for it.Firstly, a questionnaire is used to collect data of Physical training now taken by different classes and groups of people in Ji'an city. The result shows: residents in this region don't have a clear recognition of the importance of health-protection exercises, so there is no inner force to drive them to take part in it. Besides, the current development of it is not satisfying at all because of various factors, such as less aid from local government, poor facilities, family poverty, busy work, lack of spare time, etc.Secondly, a survey is conducted on the current situation of carrying out the National Health-protection Program in this region. The result shows: It is hard to carry it out among such groups of people, such as countryside people, young and middle-aged people, sub-healthy people and peoplewithout much education.Thirdly, a questionnaire is used to find out factors which restrain the National Health-protection Program from being widely carried out in this region. The result tells that the most important factor is the poor Physical training facilities, which is followed by residents' income, government's support, people's consciousness of Physical training, and Physical training expenditure. Compared to the experts' opinion, in which the most important factor is the government's support, and then come Physical training facilities, residents' income, Physical training expenditure, and last people's consciousness of Physical training, there exists no significant difference in the order.Fourthly, this study offers a developmental mode of Physical training at small towns in Ji'an city, which is sure to be a reliable base for developing a general mode of Physical training at small towns in China.In one word, this study is determined to offer some practical directions for carrying out completely the National Health-protection Program in its second phrase so as to build a harmonious society. Furthermore, this study is to provide reference for the less developed regions, even for the whole country, to get a better understanding on the National Health-protection Program so that they would take practical and effective measures to carry it out.
