On the occasion of the New urbanization in China, which the most important way to solve Rural Issues and the only way to realize the urbanization is that achieving the transfer of farmers to Small Towns. Currently, China has many small towns and a lot of urban migrants. Therefore, it’s necessary to understand their real life and willingness to settle and explore the factors that affect to willingness. This paper depicts the current situation of migrants living in small towns, and explains how the individual characteristics, family and children’s education, small towns’pushing or pulling force, hometown force affect the willingness to settle. The paper provides scientific support for the theoretical and practical development of small towns and rural urbanization.This study uses questionnaires to collect data of migrants’ living conditions and willingness to settle. The survey’s object is the parents of pupils that from two primary school for the children of migrants in Zhejiang Province. The survey totally receives316valid questionnaires. All samples is from the questionnaires.After logistic regression analysis, the study finds life time in small town and children’s school expectations are significant effects with willingness to settle. The small town’s pull forces contain average daily working hours, income undifferentiated, living environment, transportation convenience, the degree of interaction with the locals, living interaction, urban household expectations, and the level of understanding and acceptance of the New Residents Policy. The small town’s push forces contain health situation and entertainment exchanges. The hometown forces contain professional skills, humanities natural environment and the companion at home.According to the results of the data analysis, we find that daily overtime becomes normalized. Personal feeling is more important to willingness than income and expenditure. The migrants gradually get rid of outsiders identity to integrate into the local community, and they expect that their children can develop in town. Finally, the paper discusses the reference interaction between small towns and migrants, as well as P town urbanization development experience.
