| Industry-University-Research cooperation plays an important role in the science and technology innovation system of China. It is a key factor to develop the science and technology of our country, promote the transformation of economic development mode and build an innovation-originated nation. Guangdong is the early provinces to carry out the industry-university-research cooperation, Guangdong provincial government rolled out a series of policy measures to promote the industry-university-research cooperation, including special project of industry-university-research cooperation. Through the development of more than eight years, there are great achievements as well as many shortcomings. Research on Government Function in industry-university-research cooperation is of great importance for further development of the cooperation.This paper focuses on a part of special project in Guangdong: guided projects of industry-university-research cooperation. Through the empirical analysis, research the existing problems, affecting factors and the interests of all parties in the guided projects. On this basis, put forward the suggestions on perfecting government role, for providing useful reference for other types of industry-university-research cooperation.First of all, this paper combed the government’s duty to perform in guided projects, and analyzed of the current situation of the government’s role, the existing problems and reasons in pushing the guided projects. Secondly, this paper summed up the particular affecting factors caused by the difference between guided projects and other types of industry-university-research cooperation. On this basis, this paper analyzed further the interests of all parties through interviews. Finally, based on the above analysis, putting forward to build the mechanism of government function which is based on the whole process of guided projects, and the suggestions of perfecting the government role aimed at different stages of guided projects. |
