With the development of China's economy, it is facing two tasks of China's industrialization and embracing knowledge economy. Not only thousands of thousands professionals are in demand by different institutions and enterprises, the same with dozens of million high-qualified labors. It is middle level vocational and technical school takes the responsibility of cultivating high-qualified labors rather than professionals. Naturally, the key of cultivating these high-qualified labors is to have a high qualified teaching team.According to "compendium of education development of China", the fundamental principle of China's education reform and development is to form a reasonably structured and stable teaching team with good political and professional qualities. Accordingly a middle level vocational and technical school requires such a good team in order to create the first-class school, education and cultivate excellent talents. During the transformation period of China's society and economy, it is specially urgent and important for the formation of the teaching team. The teaching team is the key of education quality and is the base of surviving and developing middle level vocational and technical school.In recent years, many scholars have done some researches about the formation of the teaching team in china and they have achieved a lot. However, the research on county-level is still uncovered. Upon this point, the writer has randomly chosen middle level vocational and technical schools from two counties in Weifang area. From the research, the writer has found that the real situation of teaching team is not accordance with the development of middle level vocational education in china. The main problems are the following: (1) the erosion of teaching's moral responsibility. (2) the lagging of teaching's further education and training themselves. (3) less "double-diploma" teachings and less new knowledge learning, etc.Now clearly we can see the formation of teaching team of middle level vocational and technical schools has become the crucial factor of prohibiting the reform, development and improvement of middle vocational and technical education in China. Reflecting upon these problems, the writer gives some measures, expecting different level education governing body and all county-level middle vocational and technical schools to realize the meaning of strengthening the formation of the teaching team nowadays. Still, it is hoped to give some guidance for the research of the latter.
