The swift and violent development of the information technology is changingpeople's working, studying and life style deeply. The IT education is also getting moreand more general concerns and recognitions of the countries all over the world. In theautumn of 2004, course of the new round of high schools in our country was reformedand launched in four provinces: Shandong, Guangdong, Hainan and Ningxia. Theinformation technology, as one of the eight fields -a subject of the technical fields,standing side by side with Chinese, mathematics, etc., has received the affirmation ofthis course reform.This text aims at the IT teachers of 17 districts and cities, more than 40 urbanhigh schools in Shandong province, adopts and consults research approaches such asliterature, information retrieval, interview recording, observing, questionnaireinvestigation, summing up and deducing, etc.. Based on analyzing the currentsituation of the IT teachers' abilities and qualities, it has found out the reason ofhindering the IT teachers to improve their abilities and qualities, and has studied thecountermeasure which can improve their abilities and qualities.Chapter one has outlined and elaborated the research background, currentsituation, purpose, significance and methodology of this text.Chapter two, it anatomized the feasibility and necessity of implementing theinformation technology curriculum in high school at first and secondly, on the basis ofsummarizing the enlightenment of the foreign information technology curriculum, thedevelopment course and characteristic of the information technology curriculum ofour country, it has put out the new requests to the high school IT teachers.The role of teachers in the new course should regard the relationship of theteachers' teaching and the students' studying as the core and teachers should haveeight major roles, such as the initiator of knowledge, learner, the guider of thestudents, the researcher and the manufacturer of the curriculum, the organizer of thecurriculum and teaching, the leader of the group, the researcher of the education andthe creator of the culture. At the same time, the thesis has discussed the requests to theabilities and qualities of the teachers in the new course from the informationtechnology teacher's job ideal and professional ethics, knowledge level andknowledge structure, the abilities of working and learning (Including the abilities ofteaching designed, organizing and managing, dealing with different interpersonalrelationships correctly, reviewing, learning for life, innovating and scientificresearching) in detail.Chapter three, in order to understand the current situation of the IT teachers'abilities and qualities in Shandong urban high school better, the penman has consultedthe relevant research both at home and abroad, investigated and analyzedconscientiously, and on this basis, from inside and outside, summarized elevenreasons which hinder the raising of the IT teachers' abilities and qualities, for example,some teachers' job ideals are not steadfast enough, the level of self-recognized is nothigh, the origin of the teacher is complicated, cooperation consciousness is faint andthe idea is outmoded, the information technology curriculum is not paid enoughattention to, the management system is not complete, the software and hardware areinsufficient, information technology reason , existing teacher education and trainingfor teachers can't meet the demands of the development of the information technologyeducation of the new period and so on.Chapter four is the main part of this article, which has studied thecountermeasures aiming at the reasons that hinder the IT teachers in Shandong urbanhigh school to raise their abilities and qualities.(1) IT teachers themselves should improve their cognition and take action fromthemselves. Including establishing the lofty job ideal and voyaging in the stormywaves;Learning teacher's ethics well and improving the professional ethics;Facingthemselves and making great efforts to look for the joint of devoting and developing;Forming the idea of lifetime study and progressing in study;Striving to be aninnovative outstanding teacher and growing up in reviewing;Strengtheningcooperative consciousness and soaring in cooperation.(2) The whole society should take action actively, deepen the understanding,change the idea, and offer a good condition for the implementation of theinformation technology course. Including deepening the understanding and reallyimplementing the information technology education;Increasing input andstrengthening the construction and educational application of the software, hardwareand teaching resources;establishing the rules and advancing the IT teachers'specialization.(3) Strengthening the research of the information technology curriculum.Including opening out the inherent value of the information technology course;Strengthening the resources research of information technology course;Payingattention to the teaching research of information technology course;Seeing clearly theresearch significance of information technology course.(4) Enhancing the training for teachers. Including making diversified traininggoals;Choosing the true and practical training organization;Adopting the flexibletraining mode;Choosing the training content meticulously;Setting up the effectiveteacher and training appraisal system;Utilizing training time effectively andimproving the result of training conscientiously.(5) Optimizing the teacher education and training qualified talents. Includingnailing down the training objective and establishing service consciousness;Improving the course contents and implementing plural teaching;Combining thetheories and practices and strengthening the practicing activities;Optimizing theteacher education and constructing the training mode.Chapter five, it has given a summary. Based on the achievements, the abstracthas put out the deficiency in the thesis and pointed out the direction of the fartherresearch about the thesis.
