| Compulsory education is a fundamental civil educational system, regulated by law, compulsorily requiring a 100% school attendance rate for all the school-agers and guaranteed by the country, society and families. It is a main form of the democratic practices of educational opportunities, the most basic qualification for individuals to develop themselves in an all-around way and have an equal and democratic participation in social life, and a foundational and leading project for the realization of the nation's sustainable development.Since the promulgation of Compulsory Education Legislation in1986, China has made marked progress in the popularization of the 9-yearcompulsory education and there is a considerable increase in the schoolattendance rate. However, due to various reasons which rise from ourpresent educational system, the students themselves and their families,etc., there is a serious phenomenon of school-quitting among primary andsecondary students in the rural areas, particularly in the poverty-strickenareas. The more underdeveloped the area is, the higher the school-leavingrate is. Comparatively speaking, school-quitting rate is lower amongstudents of the first two years in secondary schooling than that of the latertwo years.
