Study On Governance Structure Of Public Universities In China

Exoteric modern universities have become the common places for activities of useful main bodies. Universities should try their best to satisfy the demands of different relevant groups, such as government, society, market, university administrators, teachers and students. The "governance" of modern universities has being an important issue in the field of higher education research.The core of "governance" focuses on transformation and redistribution of right. The spring up of "governance" theory provides academic foundation and real reference for the construction of university governance structure. It is necessary for universities to implement governance: the rise of citizen society and the third section, the needs of higher education investment system reform, meet the characteristics of university academic organization. University is a special social organization. Its concepts and targets must be realized under certain of university governance structure. The construction of proper university governance structure will be helpful for different related-beneficiary to interact each other and realize rational unity between efficiency and equality.There are many problems both inside and outside of university governance structure in our country. On the part of outside governance structure, universities adhere to government seriously, such as initiating schools according to government's planned form. On the aspect of creation right: government is the only creator, it has absolute authority;on the aspect of running right: planning pattern of resource distribution;on the aspect of administration: it mainly depends on administration measures and orders. The relationship between university and other relevant groups is cold. On the part of inside governance structure, it represents the aspects of following ones: dislocation among leading, operating and supervisory organizations, no clear responsibility and authority between principal and CPC community of university;unbalance between academic right and administration right;human resource system is draggle relatively.The future research keystone is to absorb experience of university governance structure from abroad, construct a proper university governance structure that is suitable for the foundation of our country. Reconstruction from outside: reorientation of government rules, establishes partnership between university and government;renew pattern of resource distribution, widen capital source channel;introduce relevant interest groups into the participation of administration, advocate social participation. Reconstruction from inside: establish restrict system of internal responsibility and authority;establish governance pattern of college participation;nail down management between administrative and academic issues.
