A Study Of University Governance Model By Stakeholder Of China’s Public Universities

Improving the modern university system with Chinese characteristics including improving the governance structure have been advanced by the national education reform and development of long-term planning programs of2010-2020. That marks that university governance of China have been to be an important content in the reform and development of higher education. University has been considered to be the organization of stakeholder by public, but the application of the theory of stakeholder have been in the initial stage. The contradiction between the administrative authority and academic authority, the incompleteness of supervision mechanism and the fiscal crisis of university occured in China’s public universities. All of above were in a large part due to without governance by stakeholder, so that, it is a very important and pressing research of the mechanism of governance by stakeholder.At first, the paper reviewed the theory of stakeholder and university governance model, and summed up university governance model of abroad. And then, choosed sixteen China’s public universities to study. During the study, researchers did interviews, conducted questionnaires, analysed university statute and the university’s website. The paper analysed the current situation and problmes of the China’s public universities governance model, clarified the concept of stakeholder and university affairs, classified and analyzed the stakeholder based on the centrality and expertise of stakeholder participation university management, established the model of stakeholder participation university management and puts forward principles to university governance. At the end, based on the comprehensive analysis results to stakeholder participation university management the paper constructed the mechanism model of stakeholder participation China’s public university management, three branches of university governance model of multielement structure of university governance, from two aspects:structure of university governance and university governance mechanism.The innovation of this paper are:Firstly, the stakeholder were divided into four parts by analysed the centrality and expertise of the power of stakeholder participate the decision-making of school affairs. Secondly, the paper constructed the mechanism model of stakeholder participation China’s public university management, based on the model, the paper dissected the current China’s public universities governance and the dynamic relation among the stakeholders. This article lays a foundation for the future research in building the structure and mechanism of distributing stakeholders power. Thirdly, based on the result of research the paper found the model of China’s public universities stakeholder governance, and could to be a reference for making the strategic decision.
