The achievement of language education development is outstanding all over the world. Many linguists, psychologists and educationalists have been reaching the language education , especially study the mother language education, and they got lots of important achievement what promoting the process of language education. Among of them, Kenneth Goodman put forward the whole language theory , he also put forward incisive standpoint of reading process and new concept of reading education. Most of developed countries are attaching much importance to education reformation, which calls for the reformation of fundamental education curriculum as the core, applying the achievement of language education in practice, promoting the development of mother language education, the whole language education is the one of them. The need of reformation and open up, the fast speed development of science and technology, the deepening of globalization, the coming of information age and knowledge ecbmony in China, they are all challenging Chinese fundamental education. Fundamental educationists focus on the world education development, take part in the reformation of fundamental education actively and reliable. Now we are undergoing the reformation of fundamental education, which emphasizes active learning attitude, cooperation, problem solving, information gathering and synthesizing, and utilizing high-tech tools, etc. In new curriculum, the emphasis on integrative and interdisciplinary learning happens to share the same view with the whole language theory. Use the whole language theory in Chinese 'Small Class Size education', especially in Chinese education. It brings a good thought for putting our country' reformation of Chinese education into practice.Starting with the problems faced with school education curriculum setting, the dissertation firstly discusses actuality and elicitation of overseas mother language education , then puts forward actuality and problems of Chinese education, discusses the situation of whole language education. Then the dissertation introducing the background of Whole Language education; the connotation of Whole language, illuminating the relationship between the conception of reading and it, introducing the different conception of it that made by different scholars. The dissertation also giving the complemental explanation of it according to the emphasis of the dissertation.
