The theory of organization sociology considers that the innovations of organization are the necessary demands for adaptation environment and self-adjustment. There are corrections and changes from the existing state. Their goals are adaptation for the changes from interior and exterior environment so that they can realize the goals successfully.This thesis tries to regard the "distribution adjustment" as an " organization innovation". This innovation brings the strong surge for the basic education of country. However, what are the interior and exterior drives? Whether it is scientific and reasonable? How are the organization and its elements to find its balance development after surge?According to the distribution adjustment of the primary school of S country, this thesis takes field research to describe and analyze the whole course of surge and the organization development after surge more objectively.this thesis tries to complete the description of background for the objects and find the origin of the distribution adjustment of the primary school of S country. And describes changes in the adjustment and analyzes the questions left by adjustment and the organization development after adjustment. In order to perspective the original visage of distribution adjustment of rural primary school.By reflection of the whole course, this thesis finds distribution adjustment exerts the positive functions such as optimize the assignment of resource, save the funds for running school, standardize the school management. However, it brings some negative influences inevitably. It enlarges the difference between schools, and students are not convenient to go to school. The size of school is too big. The benefit of management is low and the cost of education ascends. This thesis brings forward some operable advices and strategies: the adjustment should adjust measures to local conditions and reasonable boost. The government should increase the investment, improves the conditions, strengthens the management, perfects the servings, optimizes education and improves the quality.
