As the knowledge economy in the developed countries gradually comes into the economic state, the global system will confront a new round of international division. The definitive factors in rivalry are not only the human resources and the material capital, but, essentially, the development and the improvement of the human talent.The Inner Mongolia, abundant in natural resources, is insufficient in its human talent that engenders an ever-wider gap to those developed seashore areas in the Eastern China, which has shown there is an urgent need to consolidate its work in talent.By analyzing the present status of the regional human talent, dissecting the existing problems of the insufficient regional talent aggregate, of the lower record of formal schooling and the "spindle-formed" age structure, the unreasonable professional configuration, the short supply in the high-level brains, the brain drain and the low return rate of higher-educated students etc., the fundamental causes are figured out, i. e. the talents as the primary concern are unregarded; the weak economic basis dwindles away the space capacity; the mechanism still needs to be innovated; the investment in the human talent is inadequate; the external influence leads to the brain drain. The problem-solving concrete measures and approvals about the conscientiously transforming ideas are taken, as well as innovating mechanism, increasing investment in the human talent, giving priority to the education, build up the educational training system etc.Scientifically adhering to the developing attitude and that of the talent, perfectly acknowledging the utility of the human talent. The execution of the talent-enhancing strategy would provide the adamant assurance and comprehensive intellectual support.
