Vocational education is one important part of the socialist education of socialism with Chinese characteristics. In order to enforce the strategy of flourishing our country with science and education, to propel the sustainable development of economy and society and to enhance our competence in the international stage, vocational education is a key way to develop human resources and improve the overall qualities of laborers. It is also a critical measure to widen and stimulate employment as well as a requirement for developing advanced productivity.Along with the propel of market economy and mechanism in all levels of the society and the penetration of globalization, the relationship between vocational education and government is changing sneakily. Nowadays who is the main organizer of the vocational education , and how to play an effective role in the development of vocational education is the point in the issue.By taking an overview on the history and the present situation of the development of our vocational education, and together with foreign experiences, we could conclude that not only did the government play a positive role in developing vocational education, but also play a negative role in impeding it .But the link between governmental behavior and vocational education is obvious. This article aims at illustrating the pivotal role of governmental behavior and demonstrating that government must be the main organizer of vocational education in market economy and mechanism in vocational education by taking an overview on the history and analyzing the present situation and theoretical studies of the cause of vocational education in our country along with the pal of overseas colleagues. To demonstrate the area of the available governmental behavior and how to bring its positive role into play and to point out some problems which the government must focus on, then provide references for regulating effectively on theory and practice on vocational education is also the purport of the author.By researching how the government to behave to affect our country' s vocational education in the history, and find out the general character in every stage of our country and conclude the general character of every developed country' s behavior , and along with theoretical studies , the author...
