Research On The Team Of Specialized Personnel Of Law In Chongqing From The Perspective Of Public Human Resource Management

Judicial agencies are not only the national administrative department, but also the important law enforcement agencies. They are the window unit, and on the behalf of the party and the country to perform their duties. They directly contact with the people and as a bridge between the party, government and the people. At the eighteenth session of the fourth plenary session, The Central Committee Of The Communist Party Of China On Certain Issue Decision Of Comprehensively Promote The Rule Of Law was passed. For the first time, the overall goal of a high-quality legal team with rule of law was closely linked. In the document, the process of comprehensively promoting the rule of law in our country must improve legal work team's ideological and political quality, professional quality and professional ethics. And specialized team of law, team of legal service and team of teaching and researching are firstly mentioned, which are the traditional sense of law enforcement authorities. And they are what this research focuses.The reason why we put forward the concept of specialized team of law is to implement talent-law method, which is a part of talent-country, that has a great significance in the process of comprehensively promoting the rule of law. Among the legal work team, it is obvious that specialized team of law is the force that includes legislation, law enforcement and judicature. Legislation is to set rules for the country and society; law enforcement officers must be loyal to the law, strictly enforce the law, shoulder the responsibility; judicial personnel must believe in the law, adhere to the rule of law, be impartial and incorruptible. All in all, specialized team of law must have excellent ideological and political quality, professional ability and professional ethics in order to truly promote the overall rule of law and make a contribution to the city.In this study, firstly analysis and combing the large domestic and foreign literature and research on law talents team, and also use expert consultation to get a standard of what is a high-quality specialized team of law, mainly form three aspects: ideological and political quality, business ability and quality, professional and moral qualities. And then, this study conducted a questionnaire that issued to more than 1500 professionals in the rule of law and carried out investigation. Finally, according to the feedback of questionnaire and investigation, this study systematically put forward existing problems of legal professional in Chongqing based on ideological and political quality, professional ability and moral quality. And according to public human resource management perspective, analysis and explain the reason of problem from the selection mechanism, evaluation mechanism, training mechanism and incentive mechanism. Finally, according to the questionnaire survey, interviews and consultation, this study puts forward countermeasures and suggestions of building high-quality specialized personnel of law from doorway, training, incentive, and supervision four aspects.
