The term “balanced development” originally referred to economic development,which first appeared in the research that economists described the pattern of economic development.In recent years,both the eighteenth party congress' s report and the Twelfth Five-year Plan for Economic and Social development of the Central Committee of CPC have clearly stated “promoting education equity,disposing education resources reasonably,giving priority to rural areas and remote and poor ethnic areas,narrowing down the gaps in education”.In the 13 th five year plan,government puts more emphasis on “improving the quality of education”.The balanced development in rural and urban education is a premise to realize the balanced development of compulsory education.Since the implementation of balanced development of compulsory education,the gap between urban and rural education has been narrowed down,while the balanced development between subjects is neglected.The rural school physical education has a big gap comparing with urban areas and its development still obviously lags behind.Physical education in primary and middle schools is an important component of compulsory education.Thus it can be seen that promoting the balanced development of middle and primary school physical education in a region is a top priority in current school education.By using the methods of literature,visiting,questionnaire,statistics,logical analysis,multidisciplinary method,this paper investigates and analyses the staff arrangement of middle school and primary school,present situation of PE teachers,specific condition of PE teachers' work,the condition of physical education curriculum and rural and urban education gaps in Funan Country of Anhui Province.The research results shows that funds shortage is a major problem faced by rural school physical education in Funan Country.The concept of “the unique importance of examination” advocated by school leaders,teachers and parents has influenced the process of balanced development in school physical education.Compared with other subjects,the injustice position of school physical education leads to the inequity of rural and urban school physical education.The unfairness of gym teachers welfare treatment in rural and urban areas results in the unbalanced development of physical educational human resources in middle and primary schools.The lack of grounds and facilities is the largest difficulty we face in current rural school physical education.The differences in physical education investment between rural and urban areas caused unbalanced allocation of physical education resources.On the basis of these,corresponding countermeasures which aims at the balanced development of middle and primary school physical education in rural and urban areas are as follows.First,education authorities should make sure the school physical education investment in weak areas.Second,it is necessary to pay more attention to school physical education and scale up efforts to improve the quality training to PE teachers.Third,“the compensation practices” should be used to solve the problem of teacher treatment and stabilize the teacher team.Fourth,Build a teacher resource sharing modes between rural and urban areas and utilize these resources rationally.Fifth,put school-based curriculum development resources to rational use so as to promote the development of school physical education.Sixth,make the full use of normal university students and develop extensive education cooperation between schools.
