Primary education is basic in the whole general national education system,which has foundational,precursory,and comprehensive impacts.The Education department refer balanced development of compulsory education is a strategic task to the 'National Medium And Long-term Educational Reform and Development Program(2010-2020)'.Balanced compulsory education is not only demanded by the development of education,and also contributed to achieved the sustainable development of regional economy and stable society.Guangxi Autonomous Region has made great efforts to balanced compulsory education,and first fulfilled the goal of 'two bases' in the national officially autonomous zones.In more than one zones it succeeded in the acceptance of the balanced compulsory education.However,the the foundation problem of the imbalance development between urban and rural primary schools in Guangxi has not been resolved,and it has not taken shape in a long-term balanced development between urban and rural areas.The gap between urban and rural areas in faculty resources and the education quality is still significant,thus,it would be harmful to a healthy trend of compulsory education in Guangxi.This article from the perspective of public finance,based on the financial fairness principle,Rawls difference principle,compulsory principle,and compulsory education transfer payment benefit principle.After analysis teaching funding and school conditions of Guangxi ordinary primary school education and two typical primary school in LongAn,we found that imbalance local economic development,dual economic structure between urban and rural areas,mismatching financial and property rights,imperfect financial transfer payment system and nonstandard use of financial education funds can rise to unequal primary school education development of Guangxi.To solve these problems,we should increase financial input,clarify government fiscal responsibility at all levels,specified the institution of financial transfer payment,consummate the rural primary school funding system and Enhance supervision of ordinary primary school education funds,which would contribute to improve the equality of primary school educational in rural city and harmonious social development.
