Now, human society are having been experiencing a big change—from first industry revolution with the basis of material and energy to the information society based information and communication technology.In the information society, people no longer need large-scale standard material products, but increased needs for diversification and personality services.The economic development no longer mainly depends on the material input, but increases the proportion of human capital. Science is playing more and more important roles. At the micro-economic areas, the need for the elementary education is changed from giving normal labor to providing talent having innovation spirit and creativity.But for many reasons, students intelligence in our country can' t be developed fully in the period of elementary education. The lack of money for education and unbalanced education investment have made the students who live in west and far away village area develop their intelligence insufficient. Meanwhile the disagreement of teaching method of "factory model"—all students must learn the same subjects, with the different character of every person have made the efficiency of elementary education very low .The students we cultivate are short of innovation spirit and creativity. Pursuing the rate of entering a higher school excessively having been resulted in the raise of number of students who catch spirit disease and are tired of study .According to the theory of Multiple intelligence, raised by Howard Gardner, men have the difference cognition faculties .Every person has his own cognition faculties and cognition ways .It is a primitive potentiality called intelligence, which is the ability of solve problems and produce products. Intelligence can be sorting out linguistic intelligence, logic-maths intelligence, space intelligence, music intelligence,body-kinesthetic intelligence,interpersonal intelligence, intrapersonal intelligence. In the seven intelligences , everybody have his own intellectual strength and intellectual weakness. We must use different teaching way and offer different subjects for different students. Thus, men' s intelligence can be developed enough. This paper begins from the definition of economic effects. It analysis the relationship of economic effects and Moral, intellectual education, physical education in the intellectual investment .Elementary efficiency loses from four aspect: excessively pursuing the proportion of students entering a higher school; the education condition, the unbalanced structure in education development, individual utility function with qualitative and qualitative methods .The paper tried to find out the system reason that result in the education efficient loses. Last , system strategies, which enhance the elementary education quality , are to be raised.
