The 21st century is an information age and informationization is becoming the trend of the world development. The level of informationization has become a key index for a country's comprehensive power of modernization. International competition is more intensified at the competition for intellectuals, which, in turn, comes to the importance of education. In order to cultivate high-quality intellectuals, the informationization in education should be regarded as the base of the nation-wide infornationization, and the key point of which is the improvement of the mastery of modern education technique by teachers of higher educational institutions.From the 90s of last century, a series of policies have been enacted, and documents, issued to advance the paces of informationization of education. Those policies or documents cover the guidelines of development, criteria of information technology and detailed construction instructions, etc. In spite of the great progress made after more than 20 years of development, problems do exist at present. In order to get the overall information about the nation-wide development of informationization in education, a key research program, Informationization in Education and Application Research with sub-programs was set up in 2008 to make comprehensive study of the construction and current status of informationization in education, so as to help make better guidelines for national development, which is the first medium to long term strategic education program in our country in the 21 century.Engaged in this program against such background, the author starts from the analysis of the current status of the study of technical competency in education of the teaching staff of higher educational institutions both home and abroad, then defines the concepts relating to technical competency in education, studies the criteria of the technical capacity, and lastly, gets some insights over the current status and the reasons of handicaps for further development. Through study and research, it has been found that resources, utilization, management and related policies still remain the handicaps for the development of informationization in education, and the bottleneck is the poor consciousness from the leaders, hardware insufficiency, imperfection in system, the lack of knowledge and skills from the teaching staff, etc. On basis of the study, countermeasures have been proposed to upgrade the competency of the teaching staff in promoting the informationization in education.To targeting problems, the author's proposals of countermeasures are as follows: the macro policies and the micro measures. For the leaders, there is the need to realize the importance of the issue, to perfect the mechanism, to set up special institutions, to put more efforts on training (including training mode and training plans), and to set up systems for assessment, including periodical assessment. From the aspect of the teaching staff: there is the need to realize the on-coming crisis so as to keep on life-long learning. From the aspect of the management: there is the need to improve overall quality to offer better service for teaching. To the teaching staff, this means bettered education techniques in informationization and becoming modernized teaching staff with modern skills, which, in turn, quickens the paces of informationization in education and will remain instructive for other related institutions or departments.
