Teacher training voucher is an innovative application in the field of teacher training which is also named teacher education voucher. This process means that firstly the department of educational administration turns training funds into vouchers and distributes them to teachers; secondly the teachers choose one qualified training organization then the latter cycles the vouchers to cash for self-development which depends on competition. In the foreign counties like Mongolia and Australia have already implemented this institution or similar. In China, this concept was brought up by Professor Pang Lijuan of Beijing Normal University in2004, while from2003till now some districts including the Shangcheng district of Hangzhou City, Zhejiang province, Weifang City, Shandong province and the Pudong district of Shanghai City have also made the experiments and acquired remarkable effects. From the practices, the obvious functions include teacher-helping, enthusiasm-increasing, training quality improving, governmental cost reducing and the fund utilization raising, etc.In the Chinese traditional teachers-training, the training outlines and funds are planned by the educational administration, the lecturers and contents are organized by the training schools, while generally most teachers have to obey the managements which causes them low enthusiasm and efficiency. For this situation, the study is taking Mojiang County of Yunnan Province for example, in order to solving these problems with countermeasures by the theory of teacher education voucher and its practice. First of all, after the study design, it synthesizes the theory of education voucher and teacher-training voucher, and then it is the investigation to teachers training system in Mojiang County, introducing its effects and shortcomings. Secondly, the study analyzes why should use this institution to solve local problems from superiority, anticipation and side effects. Furthermore, it designs and illustrates the process of teacher training voucher in local place by discussing laws, public finance and conditions, including the results and opinions of system-simulation, it sums up that Mojiang County has the basic conditions of implementing, and the choose of teacher-training voucher system would improve the level of Yunnan rural areas’ situation effectively. Finally, it suggests directly that the rural areas of Yunnan province could take the institution as an assistant measure in some experimental units and adjust the contents on one hand; on the other hand, it also needs one governmental assuring system and the coordination of other institutions.
