The rapid development of the knowledge economy has made high-quality talents a new driving force for economic development.How to increase the proportion of high-quality talents in the central and western regions and promote the human capital structure upgrading in the central and western regions is of great significance to realizing the rise of the central and western regions and the balanced development of the region.From the perspective of local higher education funding in central and western China,this paper explores its impact on the human capital structure upgrading.Firstly,through the combing and analysis of relevant literature at home and abroad,the reference value and shortcomings of existing literature for this paper are discussed.Secondly,on the basis of combing human capital theory,public goods theory,population mobility theory and the Petty-Clark theorem,the influence mechanism of higher education funding on the human capital structure upgrading in the central and western regions and the adjustment mechanism of the development level of the secondary industry on the relationship between higher education investment and the advanced human capital structure in the central and western regions are expounded.At the same time,this paper analyzes the current situation of higher education funding and human capital structure upgrading in central and western regions,and summarizes the existing problems in higher education funding and human capital structure upgrading in central and western China.On this basis,the relevant data of 20 provinces in central and western China from 2005 to 2019 were selected to construct fixed-effect models and moderating effect models,and the impact and mechanism of higher education funding on the human capital structure upgrading in central and western regions were empirically analyzed.Finally,this paper deeply explores the heterogeneous impact of higher education funding on the human capital structure upgrading from the regional level and the internal classification of higher education,and studies and analyzes the moderating effect of the development level of the secondary industry on the relationship between local higher education funding and the human capital structure upgrading in central and western China.The main conclusions of this paper are as follows: first,local higher education funding in the central and western regions can improve the advanced level of human capital structure upgrading;Second,the impact of local higher education funding on the human capital structure upgrading in the central and western regions is heterogeneous.From a sub-regional perspective,the investment in higher education in the central region has a non-obvious positive impact on the human capital structure upgrading,while the investment in higher education in the western region has a significant role in promoting thehuman capital structure upgrading.In terms of education categories,the investment in general undergraduate education and higher vocational college education in the central and western regions can promote the human capital structure upgrading,and the positive promotion effect of general undergraduate education funding is stronger than that of higher vocational colleges.Third,the development level of the secondary industry strengthens the role of local higher education funding in the central and western regions in promoting the human capital structure upgrading. |
