For a country being prosperous, its education must be given a priority. The Fifteenth National Congress of the Chinese Communist Party puts forward that we should make education a strategic priority in the strategy of development of the western China, which stresses that the education of western China should be taken priority. The action of the development of western education includes Tibetan students studies and lives in interior provinces, and the development of western China will be affected by the Tibetan students'becoming useful people or not. With the background of the development of western China and education of western China, this paper sets forth the special background and the profound significance of running those Tibetan classes and schools in the hinterland, points out the questions of Tibetan students studying mathematics and the differences of studying mathematics between the Tibetan and han students. For solving the problems of Tibetan students studying mathematics, this paper separately analyses and elaborates intelligence factor, non-intelligence factor, teaching factor and environmental factor that affect Tibetan students'studying in the hinterland. By researching both theory and practice, this paper proposes the practical and effective teaching measure and the solution. With researching and analyzing"the factors that affect Tibetan students'studying mathematics in the hinterland and the ways to solve it", the paper can improve the mathematics teaching quality of Tibetan classes in the hinterland and the grades of Tibetan students'studying in the hinterland, and shorten the differences of mathematics studying between Tibetan and han students to complete the work on education among national minorities better.
